If you post your photo to a free photo posting site, like Photobucket, you can copy the url directly into your message and get a much larger photo. That will make it much easier for folks here to ID your plant.

Being in Delaware, I'd say it was a Canna that has survived your winter and returned to your delight.

They look like cannas to me. They do bloom. Most are either red, yellow or orange. They are tropical, but are pretty hardy.
