flowering bush/tree ID

My neighbor has this bush in central california. She also has a small tree that she thinks is the same type plant but the bush she is calling a miniature. It blooms a good part of the summer. The flowers are in a cone shaped bunch about 3 inches long. The bush is about 3-4 feet tall and wide and it gets round red berries on it. Got any ideas? thanks! I can't figure out how to add a second photo so I will download a separate file with a photo of the whole bush.

There are dwarf cultivars as well as tall tree-like cultivars.
