This is a complete guess since I'm not familiar with the flora of this area, but compare with Oxytropis campestris var. gracilis, yellow-flower locoweed.

Well, it's an Astragalus. Astragalus australis var. olympicus is listed for the Olympic mountains, as well as Astragalus cottonii, for at least two possibilities.

I agree Oxytropis (false locoweed) also a good possibility (closely related to Astragalus), and more yellow in bloom, like your photo.
