In Brooklyn, near the water. The blue flowers look like common chicory.

Any ideas for the white flowers?

Without seeing the leaves and a look at the base of the flowers it isn't possible to be certain. But Daucus carota seems a good candidate.

Interesting, the same combination occurs just down the street from my house in Kansas City.

Perhaps a wildflower mixture was the common link to both.

These are commonly seen roadside in combination during summer even over here in Portland, Oregon. Random vacant lots, no deliberate planting.
