Does anyone know what plant this is?

Hello, I saw this plant and took a pic because I thought it was pretty. There was no-one around to ask what it was. I would like one for my garden. I hope someone can help. Thanks!

How is it I knew, before checking the member's page, that that was a picture taken in the UK? Can anyone help me on the indefinable clues which told me that? It often happens on these pages and I'm never quite sure how I know. Does the reverse happen? Is there something there which tells you it's not a US garden?

A Salix, but not Salix matsudana 'Tortuosa', because young Tortuosa is green.
I had S. 'Tortuosa'. The stems were very green in summer then turned yellow in winter ....unless there is another Salix matsudana that has dark red/brown stems like those in the picture.

flora, looking for clues I wonder if perhaps it's an allotment: the wooden edging, the string fence....

Salix purpurea, perhaps.

It's not an allotment, the wooden edge is the edge of the path to my house and the fence is metal wire. Just a typical council garden. But I walk past every day and admire it.

So what is a council garden if it's not an allotment?

It's the garden of a house on a council housing estate.
