what is this shrub?

I run across this plant when out hiking near my home in Corning, NY. It gives off a strong aromatic smell when the leaves are crushed. The plants are typically 12" to 24" tall. Their stems are branched and are woody, and the ones I've seen are all less than 1/4" in diameter. They re-bud from the previous year's stems, but seeing that the plants never get very big, I'd guess they typically live only 2-3 yrs. The leaves are typically about 4" long.
