Looks like wheat grass and those are the wheat seeds that were sown in the pot. Often sold at pet stores for cats/dogs and also at health food stores for people that juice it.

It looks like it could be wheatgrass, which is sprouted wheat seeds. Sometimes it's sold as 'cat grass', because cats like to nibble on it and it might keep them away from other houseplants.
