Bizarre Fuzzy Plant

This plant has a cottony fuzz on it. It is the only plant in the yard with the fuzz so I assume it is part of the plant. There are many of these plants all around the neighborhood and all have the fuzz. At first glance it looks kind of like bremuda grass. We live in Santa Fe, zone 5, 7000 feet. It is getting no supplemental water, and we have had only 5" of precipitation all year. Other plants nearby include koshia, purslane, cholla, prickly pear, and yucca. Any ideas?

Perhaps the horizontal stems remind you of Bermuda's runners. (It's definitely not Bermuda, though.)
