It's impossible to say for certain what succulent it is, because of the way it is stretching for sunlight (etiolated). It just doesn't look like itself at the moment! Probably some sort of Echeveria or Sempervivum (also known as hen and chickens).

Introduce it gradually to more light (over the course of a week or two); it will be happier outdoors as long as the weather doesn't get too close to freezing -- or too wet. In very cold weather, you should bring it inside: but place it next to a south-facing window.

Ask on GW's Cacti & Succulents forum about how to repot it in a quick-draining mix so it will be healthier.

I think it is a Sempervivum desperate for light. Follow Missing's instructions for easing it into an outdoor life.
