Please help identify this ground cover

Very low, mat-like ground cover. 6" stems in spring with small white flower. Hardy in Ontario.

OK, Pachysandra is close, but not quite right. Leaves on this plant are not 'notched' at the margins (apically dentate is the Pachysandra definition), are smaller than Pachysandra, and the whole mat is lower (only 1 to 2 inches). Also the tiny white flowers are on longer, finer stems. Help still needed, anyone have other thoughts??

Final clue -- the largest leaf in the photo is just less than 1".

Could it be some type of Euphorbia? If you remove a leaf, is there white sap?
A different shot of the plant from above and not as close up but including an object to show size ( pen, ruler, etc.) should help in the ID.

No white sap. I notice on close inspection there is a very slight 'toothiness' on the leaf margin. Maybe it is Pachysandra? Anyway, two new photos with a measurement scale, the second one shows the 'mat-like' covering.
