That far away, it is hard to ID. Could be creeping phlox, alyssum, or many other plants.

Maybe a Dianthus. Agreed, a closer pic would help.

Ice plant or portulaca? Both would have succulent leaves.

thanks for all your responses. tursn out my neighbor was able to look it up in his "My Lowes" account where he purchased it. It was indeed purple verbena. :)

in my research purple verbena blooms much longer than what his did. it seems his bloomed for only a week or two. that said, he claims the grass overtook it before he added the edging to his bed. anyone in zone 7B find that verbena blooms longer than a week or two?

I live in Zone 7, and my Homestead Verbena comes back every spring. By mid-summer it is blooming, and it blooms several months.
