It looks like a schefflera to me, which is only grown here as a houseplant. Are you someplace with mild weather?

it have thorns and it pretty tall and my weather is not mild.

I'm thinking it might be Ceiba speciosa - /chorisia - or something similar in the bombacaceae family . Thorny trunk would apply, and the palmate leaves, and a kind of horizontal branch growth. Later on some get quite thorny on the trunks and a sort of bottle-shaped growth. But the one you photographed is a young tree - possibly too young to have flowered. Ceiba/chorisia are one of the loveliest flowering trees so unfortunately most of the google photos are of flowers not closeups.
I also noticed the dogs on the roof - is that planted outside a prison yard? You might also ask the local council if they use those trees in street plantings.
