Weed or Groundcover?

Is this a weed or a groundcover? My neighbor says its a groundcover that has small blue flowers in the Spring. It's so invasive that I thought it was a weed and have been trying unsuccessfully to keep it out of my beds all Summer! I grew up not far from here, but don't remember ever seeing it before.

Most people consider it to be a weed. It is in the genus Euphorbia (should bleed milky sap if you pull off a leaf).
Perhaps Euphorbia humistrata or Euphorbia maculata or Euphorbia nutans. They all look pretty similar to me.

Thanks! I thought it was a weed too! Now the problem is how to keep it out of my beds! LOL
