Odd little edging plant with yellow conical blooms

This little guy was tucked into the bedding at a state park. One of the numerous plants I was unfamiliar with, so thought I'd try to get some input from the experts. Total height was under 8 inches, but that may have partly due to having minimal room to spread. Thanks in advance!
