ID Shrub in NYC Park

Hi,
I pass these shrubs on my way to work every day and wonder if anyone can ID them. The leaf shapes are quite distinctive. The tallest one I've seen was about 10 feet high. The leaves are uniformly hairy on the top and undersides. I haven't seen them flower, but they might have done so earlier in the season before I noticed them.

I've been trying various search terms to ID this shrub with no luck. Any help is much appreciated!
