What is this red flower plant?

We have bunches of these in my townhouse complex (2 pics attached). What are they? Looking online at flower identification sites I can't seem to narrow it down.
I would like to see if I can propagate a few for my own flower bed. But I'd like to know how to cut and transplant them. (Yes it is okay for me to do this.)
