It's not a bush - it's a vine, Clematis orientalis. Also known as orange peel clematis, as the golden yellow flowers have a heavy texture like an orange peel. The fluffy looking things are the seed heads.

Considered invasive in parts of the US.

The seedheads look like clematis, but one I'm not familiar with.

Hmm...thinking this may be Clematis tangutica--can we see a close-up of the flowers and leaves to make a final determination?

Quoting from King County, Washington, USA site:
" C. tangutica has brighter yellow flowers that are nodding and bell-shaped as compared with C. orientalis flowers that are more spreading or even curved back at the tips. Also C. tangutica leaflets are finely toothed on the edges."

Looks just like my tangutica.

I can't quite see the stamens but they appear reddish. Clematis 'Bill Mackenzie' is probably the commonest cultivar of the tangutica group grown here.

Occasionally it might self seed but I've never heard of it being problematical and have never seen it in any wild area.
