Probably root sprouts from the pear. That was my first thought from the picture before I even read what you wrote.

Wow. thank you for your reply. Root sprouts? Worth keeping do you think? Would need to cut them back to 1 or 2 eventually I would think (I was secretly hoping there were from the Bradford pear)

I can't imagine that ever looking like a tree again, with one main trunk. It's gone into suckering mode, like a pruned lilac. A native dogwood is a much better plan (once the pear is truly gone) since the storm damage you describe is almost guaranteed to happen to any/all BP trees, it's just a matter of when. Just the wind does it here, no ice needed.

Not worth keeping. We have all since learned that there are better trees than ornamental pears. A red twig dogwood would be lovely. But you will have to get rid of these roots or they will keep doing this.

so why would you want more ...

cut flush to the ground.. and apply full strength round up.. 41% ... to the cuts.. using the very expensive applicator at the link ...

if any sprouts return.. apply again ..

with this precise applicator.. you should need not more than a few tablespoons for the kill ...

return unused portion to properly labeled container.. until the next kill ...

it is NOT a spray thing ...
