What is this?

It seems to be growing in a couple of outdoor pots. It appears to be an annual of some sorts and grow very slow. Odd looking thing. I am in LA CA.

It looks like a type of Horsetail (Equisetaceae) family.

Thanks, I checked that out and it does look similar however horsetail seems to grow out of a center shoot. This stuff seems to grow out of many shoots coming directly out of the ground.

Whats the big plant? I have looked again and it also looks like Carmichaelia enysii, but thats from New Zealand?

The big plant is a Washington (fan) Palm that I had grown from a seed in a five gallon paint bucket. It's about 7 years old now.

Agree with lycopus..Psilotum nudum. Common name is Whisk Fern (it's not a fern). A really primative plant-been around for 450 million+ years. It has no leaves, seeds, fruit or roots.
