Hi, without a broader picture of the plant it is hard to say which one. At a guess i would say euphorbia characias wulfenii, (Spurge). But its only a guess.

I don't think it's euphorbia characias wulfenii which seems much taller.

Almost looks like a cross between mystinites and rigida.

I suppose it could be E myrsinites, but I would need a better picture of the leaves and their arrangement to say for sure.

theplantwizard, I can inquire, but the photos were taken in Romania a few years ago. Apparently probably a Romanian native.
