It could be Rudbeckia 'Goldsturm'. Are the leaves rough to touch?
You might transplant some to a sunnier area to see if it will bloom next year.

I have Rudbeckia 'Goldsturm' and the leaves don't look like OP's photo. I don't have any idea what it is, though!

Brunnera?

Yes the leaves are rough - they feel prickly. The leaves are about six inches in length and about four inches across with the plant standing about 10 inches high.

IMO wrong shape for Brunnera + their leaf surface tends to be dull.

Could the soil be very well fertilized?

The leaf looks somewhat funny,
And not sure Rudbeckia fits, the lleaves look smooth.

Feel both sides prickly?
