For best results tell where this is and show a closer view of the shrub, which appears to have been sheared (or is perhaps a dwarf, tight-growing form) so that the habit may not be of any use in indicating what it is.

Here is a closer view. Sorry the picture is not great. This is in florida (NW) the shrub does look sheared. It is about 2.5 feet tall right now...

I'll guess variegated euonymus. The real gurus would probably appreciate a close-up that shows leaf shape, vein structure, and how the leaves are arranged on the stem.
