Shrub/small tree with fuzzy seeds

This is a small multi-trunk tree or shrub. Growing in the eastern portion of upstate NY. Older bark was flaking/peeling and fall leaf color includes shades of yellow to dull red. Will post follow-up with a look at the overall form. Thanks for your input!
