What is this plant? It seems it's not going to bloom this year. It is in Oregon, Portland area. Thank you.

I'm wondering if you get Senecio jacobaea (Ragwort) in Portland?

It reminds me of Verbascum blattaria.

Thank you! Just want to say, you people are really awesome!
I looked at pictures on the Internet and checked the wikidepia's description. It does look like Moth Mullen. Will wait for the flowers next year. Could not pull it out, the leaves look so pretty, even if it's smothering some pink sorrels.
Flora_uk, there is more than plenty of ragwort around here, it spreads like fire. I went to the nearest patch to find something to compare but it is all dried now. However I found another plant to ask.
