looks like a variegated Pandorea jasminoides

How short/tall is this? Is it a plant or a ground cover? It's very hard to tell from the photograph but the leaves and bloom look a lot like a variegated Jacob's ladder - Polemonium reptans "Touch of Class".

You might Google some images of that and compare them to yours.
