Is this some form of cactus? It is about 38mm(1 1/2") along its length and was on a boulder with moss and ferns that was located on a rocky cliff. Please help with ID.

I don't think it's an opuntia. (Wrong size, wrong growth habit - it is growing from a central point) and moss and ferns imply an uncactussy habitat. And those leaves look soft not rubbery. But I'm not sure what it is.

How about a long shot at particularly hairy specimen of Hieracium pilosella?

Yes: This is a rosette of leaves like the Hieracium produces (although not appearing to be the same plant) so breaking off a piece would not result in a propagule.

I don't agree with Hieracium pilosella. From what I've seen Hieracium pilosella range does not include Oklahoma.

I said it was a long shot - I'm not convinced either but it's the nearest thing I'm personally familiar with. I have no knowledge of Oklahoman plants - apart of course from the fact that the corn is as high as an elephant's eye. Hoped it might give someone else a hunch. I'm pretty certain it's not a cactus.
