Hard to tell at that distance but best guess is Weigela.

The flowering one on the left? It might be a bougainvillea. There is a cultivar (Torch Glow / Bangkok Red) that has compact growth along a stem, rather than the typical bougainvillea appearance.

and note that it is NOT in a natural state ... it has been heavily pruned for a really cool affect ...

if OP is hunting for landscape ideas ... understand... this form.. is most likely.. not a plant .. forget.. and say oh wow in a few years form ...

might also be extremely hyper fertilized at that height ...

they usually look more like the bush behind ... in a natural state ... sorta ....

and of course... i am comparing to how they grow in MI ./... maybe they do different things down south ...
