flame flowered ground cover ID?

Hi all.
Last summer, I saw this plant growing in a Berkeley garden. I was enthralled, and want to try it in my yard, but don't know what it is.
The foliage looks a little like evergreen tree needles, but softer. The one I saw seemed fairly mature and was about two feet across and only a few inches tall. And the blossoms look like little red candle flames!
The other day, I was in that neighborhood and saw someone out front. I asked what it is and was told that it is a type of lotus. Not sure that can be right, but would love to know for sure.
