It looks like Cassia bicapsularis. No, the cute little "horns" (or whatever they are really called) aren't seeds. It's a true legume and it sets seeds in pods like beans. I found a little video on u-tube that shows the flowers and formation of the pods, if the link works

Between the two stamens (with the brown anther tips), see the thin, curved green-colored flower part? That is the portion (ovary) that will become the seed pod.

Yes...I do see the green curved part....ok...thanks. I've seen pods on other trees. Had yet to see them for on this one. Maybe it just takes a few years for them to produce. It is in a pot and desperately needs planting...Thanks for the video also....
