Can't find this plant anywhere!

I've been trying to identify this plant for 2 hours, but it's so generic looking that I'm having a hard time thinking of search terms that will narrow it down.

- It's woody but I don't think it is a tree -- the top dies down every season but the taproot lasts through the winter.
- I think the flowers are tiny, insignificant, and pale, maybe cream or yellow-green? I can't remember. They aren't bigger than the seed pods.
- It rarely gets above 4' tall, it is usually shorter
- It reseeds heavily and can be very hard to pull
- It likes my heavy red clay soils
- The way it feels when you pull it is similar to mulberry seedlings (but it is not a mulberry).
