Yes Prunus. Looks like a cherry.

Old weeping cherries have this look. Definitely much more beautiful in form than the young, umbrella-like weeping cherries.

Tall trees start at about 60'. This is a little weeping cherry tree that has a few more upright branches above the common low mushroom shape. This can be a result of training or of the tree throwing up some taller branches that nobody cut off.

Weeping forms of Prunus pendula grow much larger than this. Multiple Japanese locations have big examples, sometimes with preposterous ages claimed for them. The weeping cherries in western cultivation consist of forms attributed to both this species and its smaller-growing hybrid P. x subhirtella.
