Name That Plant!

We have these plants in our neigherhood. They are about 5 feet tall and flower long stocks of red flowers that fall over due to the weight. I have been watching to see if there are any pups come up from ground so i can get my hands on one but nothing for about 2 years now. It looks to actually kinda divide or grow/copy itself and then sorta split and make new plant. Does anyone know what this is?

It's an anthurium or similar aroid.

Yes. Smaller anthuriums are not difficult to divide as they start to separate into multiple plants as they grow. But larger ones virtually need an axe to break them up. Not something I recommend if they are not YOUR property. On the other hand, they may form fruit on those flowering parts, which you can then grow as seed

right on, yeah they are not mine and i am sure my HOA would just love me to start hacking at it...lol I looked closely at the flowers last season and well didnt really know what i was looking for as far as figureing out what part would be a seed. or when to take it.
