you can probably have quite a few by spring.. if you wanted them ... and in the mean time... make it into a nice shape ...

No plant is both annual and perennial. This is a tropical shrub. It should be OK in Z10 unless there is an unusual cold spell, 1 hard frost can be lethal. It might not be able to take the heat and direct sun of western exposure during summer in SoCal, I wouldn't try that here. Some Coleus are hybridized to handle that, (sun Coleus,) but this doesn't look like one of those to me.

So far the clippings have stood up to a heatwave. But it hasn't gotten as cold as it will get, so I'll just have wait to see what happens. Typically (where I am) the coldest it gets is the mid to low 40's, sometimes the 30's.

If you turn a bucket over it on cold nights, that should keep it alive, theoretically to mid-upper 30's, to keep light frost off of it. A hard frost could be iffy. Never had the pleasure of gardening anywhere warmer than here to try. Best of luck!

If you lose it, they sell them around temperate areas in the spring with the "annuals." IDK how or when they might be sold in such a warm place as yours. You might not find the exact same leaf color/pattern. There are over 2,000 patented cultivars of Coleus.
