It looks like a Melaleuca fireball to me.

Did compare it with the Great balls of Fire leaves, but its not the same. This leave is a bit more wider with a eucalyptus oil-cent.

Look at Agonis flexuosa 'Nana'. I have two in my garden---wonderful, tough plants that are underused IMO. See how the stems have those little flat areas in your last photo? I just checked, and my plants have those, too.

What are the leaf dimensions? What height is that plant and do u know how old it is?What size bag is that plant in? A few species have the eucalyptus smell too. Falcon may have hit the nail on the head there.
