Non-native tree that does well in cold weather

This tree was planted in the 1980s in a rural town called Eagar, Arizona which is 7000 feet above sea level and the winters are very cold (-20 easily at times during the winter) and extremely windy.

It is huge. It is also the last tree in the area to lose it's leaves during the fall and the first to bud out during the early spring. The leaves turn brown and fall off due to extreme cold.

Keep in mind this is not a native tree to Arizona. I have never seen any other ones of these around Arizona. In fact, I haven't seen any of them anywhere else.
