Need help identifying shrub in Charleston, SC (see pix)

(Please see attached pictures)

Can anyone help me identify this shrub? My daughter picked up some shrubs that a neighbor left for the garbage pile near South Battery in downtown/peninsula Charleston, SC. I know it isn't, but it almost looks like an herbal sage. The leaves are alternating, soft and smooth with no fragrance.

I appreciate any and all suggestions/guesses. :)

Cenizo, I believe. In your climate it wants a raised bed in full sun and no water after planting.
