Scutellaria ?

Does anyone else think the flowers look like Lobelia syphilitica---Great blue lobelia?

Dracocephalum? The leaves appear opposite to me. Please verify.

I flipped the image, and then expanded it a bit. The quality isn't great. However, you can see some areas where the leaves are definitely opposite. The top hood is divided. There are also two lateral wings, followed by a lower petal that is notched. Although the initial photo did look a bit like Great Blue Lobelia, this is something else.

I reminds me a bit of Caryopteris divaricata.

I think it didn't have a strong scent
Scutellaria or Lobelia don't really fit IMO
and I will look up the rest

sorry, didn`t realize the pic was upside down, posted from an tablet thingy.

so, I tried to grab cropped sections as close ups.
Now you see clearly the freckles within the flowers. The foliage really looks Cariopteris-ish.

I didn`t manage to researched yet, hope, some more pics might help.

so I took a peek at the web,
Caryopt. divaricata seems to have quite different flowers (the leaves could fit though...)

Dracocephalum: not really, some species do have freckled floers, but the groth or habit seems not to fit.

Nepeta sibirica is described to grow more than 2 feet tall, that one was much shorter.

they seem to grow in several clusters, starting at a node.

yes, the flowershape and form of clusters is right,
it is the foliage that I thought not typical.

So I will keep digging, I actually got some serious botanical key for garden plants some birthdays ago, perhaps that helps (haven`t used it much though...)

Compare to nepeta nervosa. I have some growing in my garden. The leaves are more elongated and less pubescent (fuzzy) than your "typical" nepeta. Hope this helps!
