I brought a couple of pieces of this plant home hoping I can start it somehow. It weeps a milky, sticky substance from it's cut end. What is it's name and can I start it in water OR soil?

Euphorbia myrsinites. Will root from cuttings quite readily in a sandy compost mix.

do I strip some leaves off to make a "stem"? Use rooting compound? water?

Be careful of the 'sap' as it can be an irritant to skin. The pieces you have will make multiple cuttings if needed. Cut each piece about 2-3" long, strip a few leaves from bottom, let sap dry up first, and the insert into compost of 1 part compost to 3 parts sand. Water in, no hormone powder needed. Place clear plastic bag over pot, and place in windowsill away from frosts.

Ok, in addition I have found out this is a noxious weed and the sap will make you break out and get red itch skin!

BTW 'compost' is what we (Thedecoguy and I) say where you would say 'mix' or 'medium'. It doesn't mean compost from your compost heap.
