I took this picture in 2007, and haven't been able to identify the plant. Found on a mountaintop in kyrgyzstan.

Purple Phlomis?

Here is a link that might be useful: Phlomis purpurea

I would say Phlomis purpurea as well.

Phlomis purpurea seems a little off. The leaves on the plant are different, they're budding closer to each other on the stem. Also theses plants weren't nearly as tall: closer to 1-2 feet than 4-6 that link describes.

Did put me in the direction of: Phlomis pratense which is listed as being in kyrgyzstan on the encyclopedia of life. http://eol.org/pages/2894107/overview/

And Phlomis oreophila.
