The orchid has been indoors - can scale insects affect it even though it's inside?

Definitely. Even after going on scale insect rampage with alcohol swabs, skewers and q-tips they manage to keep coming back, albeit in smaller numbers. Never assume there's no more scales! They're always hiding... somewhere. -shifty eyes-

So Q-tip with alcohol for scale - or can I cut off the parts of the leaves that are infected? I also have a spray called Fungicide 3 from GardenSafe. Would that also be good?

Well it might be dried powder of some kind like rooting powder or something.

Dried powder as in something the plant made and is now on the leaves or a rooting powder I might have used? I haven't put anything on the orchid that would be powdery. It doesn't seem to have spread anymore either, but it's not going away.

they look benign. And if they arent spreading, you are probably doing more harm by trying to remove them.

I know this is off topic of the white spots (which seem to have stopped and I am not attempting to remove them anymore. Seems to be ok.) And found this little guy. What should I do with it?

It is a basal keiki, let it grow for a year or so. When it has roots > 2" long, you can consider separating it from the mother plant and potting in its own little pot. Or you can just let it stay and it will eventually produce blooms along with the mother plant.

Might want to take a look at the tight spagh in small clear pots posts, be careful watering.

Sounds good for the basal keiki. I do have a bigger plastic pot - should I repot it? I also have some moss, but it's in a paper bag and a few months old.

Let it stay in its current pot as is for now.
