Cycd. Wine Delight 'JEM' blooming question

I have a cultural question. At the Club meeting in September some of these were presented in bloom with leaves. At the Show a week ago some were for sale with spikes and no leaves. I overheard the vendor telling some people that they should not water it, let the leaves fall off, and then the flowers will bloom. But the ones in September at the show were magnificent with flowers and leaves.
Mine has had a good growing season and has a good fat growth. It is now indoors under lights. It has leaves and no spike. Should I keep watering and feeding it until it flowers (or not) and gives signs of wanting to go dormant? Or do I withhold, and 'force' it to do something?

keep watering it until it flowers, but you can reduce the watering.

More inmportant is to not water it after the leaves fall off and it flowers. It needs to go dormant for the winter. If you watered all winter last year you will have problems.
