All of the Neem Oil products I have seen are packaged with an emulsifier and if in a concentrate only need to be mixed with water for use. There is no good reason to mix in more soap and that may well dilute the product more than is good.
Neem products are rated as category III (moderately toxic)for Honey Bees and instructions tell you to not apply when Honey Bees are active.
Insecticidal soaps and Neem Oil products work in different ways and mixing them will not change that, as far as we know, but the two in combination may, as chemicals are wont to do, make a more potent something. The precautionary principle says unless you know quite well that what you are doing will cause no harm don't do it.

I'd space it out. Do one and then a week later, another. It's your plants, do what you want, but it definitely watch for those bees! As if they don't have enough stressors in this world! Maybe at night, or late evening, when they aren't as active.

Dr Bronners Sal Suds Soap (or any other bronners liquid soap) and Neem Oil in a solution consisting of 2 tablespoons of each in a gallon of water is an excellent organic pest control.

I use the following organic pest control solutions in order:

1. Manual control (squish em)
2. Diatomaceous earth - dust the plants with it
3. Dr Bronners Sal Suds 2 Tblspoons + Neem Oil 2 Tblspoons + 1 gallon water spray on plants.

Diatomaceous earth is a mechanical control, diatoms are microscopic exoskeletons of ancient organisms. They act as little razor blades, cutting into the insects and causing them to dehydrate.

The Dr. Bronners/Neem is a chemical control, organic, but chemical. I use this only after the first two methods have failed. To make it, use warm water and add 2 tbls sal suds soap and 2 tbls cold pressed neem oil and shake to mix. Spray on plants. if you want add some rosemary oil for spider mites, clove oil kills mite eggs, so add some of that if necessary.

But keep in mind that the ingredients are not the product. You are not using coconut and olive oil on your plants. You're using a chemical that was made using oils but those oils were fully obliterated (with NaOH) to make a soap. There is no oil or lye left.

unless they were super-fatted, as many soaps are.
