How often should I apply it?

What plant has it? And is it severe enough to treat? If so, perhaps it's too late. Fungicides typically are used to prevent infection on new tissue. They don't get rid of what you see. Can you post pictures of your victim?

Hi, I'll try to take a pic of my roselle (a type of hibiscus) but in the meantime I've linked a hydrangea pic that looks exactly like the infection I'm seeing. 2-3 sets of lower true leaves are turning yellow and falling off. About half of the plant above these leaves is infected but still green. The frequent warm rains aren't helping either. I'm growing the leaves for food, so I can harvest them if the fungus is taking over. But I would really like to wait until September.
Here is a link that might be useful: Cercospora

I haven't found neem to be at all effective in getting rid of fungal problems, it is best used as a preventative and may slow the rate of spread. You may be able to control the fungus, but you will likely have to move up in terms of toxicity of the product. You can try things like diluted milk and baking soda, these seem to work OK in some cases, but I wouldn't get my hopes up. Generally I would advise removing affected leaves and using preventatives on the remaining ones rather than trying to eradicate the fungus. If you fail to kill it, it just keeps spreading to new leaves.
