The "topsoil" and mason sand remove that from the category of compost and make it a soil amendment, although you could probably make some sort of tea from it.
If the soil you have does not have adequate levels of organic matter that tea may, for a short time help, but if the soil has adequate levels of organic matter a compost tea will not be of much help since whatever the tea might add is already in the soil in abundance.
