Pepper,,Black and Cayenne for repelling Moles???

Does anyone know,, or have you ever tried using black pepper or Cayenne pepper around your tulip bulbs to repel moles and mice??? OR does anyone know of an organic solution to keeping your tulip bulbs safe from rodents.
I was thinking I would mix both peppers in with the bone meal I will put in the soil around the bulbs.
Any comments or suggestions are greatly appreciated.

Moles are not the things that are mubching on the tulip bulbs, voles (Field Mice) are. Some people with this problem plant the bulbs in fine mesh cages that will keep the voles away (1/2 to 1/4 inch hardware cloth), or plant the bulbs with sharp crushed stone around the planting bed. The peppeers may be somwewhat effective until they absorb moisture from the soil and loose that pepperishness.
