The trouble is that we tend to overlook those warning systems, just as we do with weather warnings, the flashing lights of traffic problems and the warnings of everyday occurences. When it comes to history, the same mistakes are made over and over again in almost every generation.

Early warning doesn't work, because each generation is sure they can improve the procedure and make it fail-save

Living in CA ,I sure would like an early warning about an approaching earthquake and I would heed the warning.
