My Singer 600E bobbin won't wind

I have a Singer 600E Touch and Sew and it was sewing really good but after I cleaned it and lightly oiled the machine, my bobbin stopped winding for some reason and I don't know what to do. I removed the black real holder next to the bobbin case. (See attached photo) That is when my problems started. I got it back in but now I can not wind my bobbin. I did not remove the bobbin winder or anything else but my bobbin case which I have done several times and put back with no problems. When I wrap my thread around the screw it doesn't do anything. I have re- threaded my thread and everything else I am supposed to do. I didn't do anything different. It just wont wind. I have new bobbins and even went back to the old bobbin and it still doesn't wind.

Any suggestions or what to do.

I am able to use the chain stitching though but want my bobbins back.
