Can you help me ID this plant A?

They were planted in my front yard when I moved in last year.

The first one is about 15 to 20 inches high. The tiny purple flowers (sorry I cannot find a picture) are fragrant, and bloomed from early summer to November. In winter, the branches were dry and looks like they are dead. This spring, there are new leaves coming out of the bottom of the "dead" plant. Mature leaves have the size that a little bigger than a nickel. Also there is a baby plant nearby. Should I prune those dry stems/branches?

Any ideas?

Thank you!
