Is this a weed or a something?

I remember planting 'something' several years ago, but not sure if this is that something, or if it's just a weed. It's starting to spread to nearby territory, and I can't say that I've ever seen any flowers on it.

almost looks like a poppy ... were there any there last year

My poppies don't look like that, they are a lot fuzzier and larger leaves. Also this looks about to send up a flower stalk, where poppies make those nice seed head type things before they open.

I was going to suggest Delphinium ... but I'm not sure that's right either. The leaves are similar but I'm not sure. Do you remember planting a delphinium?

Spreading before you see any blooms usually suggests weed though :) And it certainly looks as though it is multiplying ... there are lots of weed that try to mimic certain flowers as well, I have "fake phlox" weeds that grow right next to my real Phlox to try to trick me.

You can always wait to see what it looks like when it blooms (which should be soon) and then it might be easier to identify.

It's definitely not delphinium.

Compare with Artemisia vulgaris - Wormwood/ Mugwort

I was also going to suggest mugwort. If that is what it is, getting rid of it would be your best bet, it can spread invasively and cover entire flower beds by leaps and bounds, every bit of root left makes a new plant and it is nearly impossible to get rid of once it's allowed to spread.
