What's wrong with my Phlox Blue Paradise?

I planted this Phlox Blue Paradise this April as part of a full sun garden. All of the plants have been doing well. I was watering this morning and noticed spots and holes in the leaves. Is this a disease? Insect? Can it spread to the rest of the plants?
